The Android app is finished and working; it is waiting in the Play Store queue. Until it clears, you can install it directly from here. Same app, same account, same studies.

It is coming — the listing is in review. Review takes as long as it takes, and there is no reason to make you wait for a paperwork queue when the app is ready. This is an early build, handed out directly while that queue moves.
This early build is signed with a test key, and the Play Store release will be signed with a different one. Android will not upgrade an app across two different signatures — so when the store version arrives, you will need to uninstall this one first and install the store copy fresh.
Your account, your studies and your highlights all live on the server and come straight back when you sign in. What does not survive the uninstall is what is only on the device: downloaded translations, which you can simply download again.
Android is cautious about apps that did not come from the store, so it will ask you to confirm twice. That is the system working correctly, not a sign that something is wrong.
This is the only place we publish the APK. If you find a Toshokan APK on a mirror site, an APK aggregator, or in a forwarded message, we did not put it there and we cannot tell you what is in it.

When there is a new version, come back to this page and install it over the top — your account, your studies and your downloaded translations all survive the upgrade. Once the Play Store listing is live, updates arrive on their own.

Not yet. Apple has no equivalent of this page — an iOS build has to come through the App Store, so it will arrive when it arrives.
Toshokan runs in full on the web, on a phone or a desktop, with the same account and the same studies. Nothing is held back for the app.
